The warrant was issued for the arrest of Thomas Roberts, who was accused of murder in Kentucky, and who was believed to be in Kansas. The warrant was issued to the U.S. marshal or any territorial officer for arrest and delivery of the fugitive to James A. Moore, an officer appointed by Kentucky Governor Charles S. Morehead.
